MINUTES of a Meeting of the Planning Committee held in the Old Library, Parish Hall, Dinas Powys, on Monday, 5^th July 2010.

PRESENT: Cllrs. M. Hartrey (Chairman), R. R. Grigg, Mrs. M. R. Hayley, Mrs. J. Jones, S. T. Thomas, C. J. Williams and J. H. Williams

09. APOLOGIES FOR ABSENCE – Cllrs. R. A. Foxwell.

10. DECLARATION OF INTERESTS. None.

11. CONFIRMATION OF MINUTES – The Minutes of the Planning Committee Meeting held on Monday, 6^th June 2010 having been previously circulated were taken as read, and on the Motion of Cllr. Mrs. M. R. Hayley and seconded by Cllr. C. J. Williams it was RESOLVED - THAT such Minutes be approved as a true record and signed by the Chairman.

12. MATTERS ARISING FROM MINUTES:

34 Highwalls Avenue

The Clerk advised that a Vale Enforcement Officer had visited the property and subsequently confirmed that no breach of planning or building regulations had occurred.

Meliden, Plas Esyllt/Sunnycroft Lane

The Clerk confirmed that Cllr. J. H. Williams and the Clerk had visited the site and would continue to monitor in order to ascertain if any unauthorised development commenced.

Manor House Hotel, Sully Road

Cllr. M. Hartrey confirmed that three Councillors had attended the site and were in support of the applicant’s Appeal to the Planning Inspectorate – which the Clerk had confirmed to the Inspectorate by e-mail.

Development of vehicular and pedestrian/cycle access including a new link road, re-grading of site to form new site levels and associated infrastructure works, parking, servicing, landscaping, public realm and public open space provision.	Please see our previous observations on this application. The Consultant’s retail report appears to focus on food/non food shops as against also assessing the impact on bars/restaurants. We also remain concerned about the impact on traffic flows in the Dinas Powys area with no relief roads proposed.
