held in the Committee Room, Lee Hall,
Dinas Powys, on Monday, 9th January 2012.

56. CONFIRMATION
OF MINUTES – The Minutes of the Planning Committee Meeting held on Tuesday,
6th December 2011 having been previously circulated were taken
as read, and on the Motion of Cllr. Mrs.
M. R. Hayley and
seconded by Cllr. R. A. Foxwell it
was RESOLVED - THAT such
Minutes be approved as a true record and signed by the Chairman.
57. MATTERS
ARISING FROM MINUTES:
Proposed Tesco Express Store at The Castle
Oak, Dinas Powys
The
Chairman advised that the Tesco Store opened in December and up to now there have
been no reported problems regarding the air conditioning units.
Road Traffic Survey
Further
information was awaited from the Vale of Glamorgan Council regarding the road
traffic survey which was held during October 2011.
58. REPLACEMENT
DOCTORS SURGERY FOR THE GROUP AND THE FAMILY PRACTICES – NEW MEDICAL HEALTH
CENTRE WITHIN DINAS POWYS
Committee discussed the visit by the
Head of Planning, Brackley Investments Limited at the Monthly Meeting of
Council on Thursday, 15th December 2011 and were concerned of further
traffic volumes that would increase on Cardiff Road/Station Road if permission
to use part of the Common was agreed.
Committee were advised that it had
been agreed by Full Council that this matter was to be discussed at the next
COSAC and Footpaths Committee Meeting which was being held on Monday, 23rd
January 2012. The Clerk was requested
to contact One Voice Wales seeking advice regarding the request to purchase
part of Dinas Powys Common to build a new Health Centre.
The Clerk advised that she was in
receipt of correspondence from CADW who had forwarded a map showing the extent
of the area which is protected as a scheduled ancient monument which will be
circulated at the COSAC and Footpaths Committee Meeting.
59. GLEBE
COTTAGE, THE COMMON, DINAS POWYS
The Chairman advised that Cllr. Mrs.
V.M. Hartrey and spoken to the Vale of Glamorgan Council’s Enforcement Officer regarding
the work being carried out at the above property who had informed her that the
work which was being carried out was a permitted development. However, the Enforcement Officer was looking
into the issue of the balcony.
60. DEVELOPMENT
– ST. ANDREW’S GRANGE – FORMER WESTRA QUARRY
Cllr. Mrs. M. R. Hayley advised that
the pupils of St Andrew’s School had been invited to contribute to the name of
the development by the developers of the site.
Committee were informed of e-mails
received by the Vale of Glamorgan’s Highway Development Technician and
Councillor Jeff James regarding the naming of the site during December 2011. Also that the Clerk had e-mailed the Highway
Development Technician reiterating Council’s wish for the development to be
known as ‘Westra Cross’.
Cllr. Mrs. M. R. Hayley had expressed
greatly concern at the parking of a large number of site vehicles in the car
park at The Westra. Also the sales
office portakabin had encroached on the car parking area and a hardstanding had
been built in front of it without the Community Council’s knowledge or permission.
Cllrs. Mrs. M. R. Hayley and M.
Hartrey had met on site last Friday, 6th January 2012 to look at the
various issues.
Cllr. M. Hartrey informed the
Committee that he had tried to contact the Construction Manager and would keep
up the pressure to move the vehicles and monitor the site.
The Clerk was requested to contact the
Construction Manager, via e-mail, regarding the amount of vehicles parked in
the car park area and also raise the issue regarding the portakabin.
61. PLANNING APPLICATIONS – Details
of the Planning Applications were considered and the Committee’s
recommendations are contained in the Schedule attached.
62. TO
DISCUSS LOCAL DEVELOPMENT PLAN – CONSULTATION PERIOD
Cllr. C. J. Williams was awaiting
confirmation from the Director of Planning, Vale of Glamorgan Council regarding
the date of the Consultation Period for the Local Development Plan but it was
believed that the Consultation Period will commence sometime in February 2012.
The LPD Plan was available to be
viewed online. The Clerk was requested
to obtain the relevant pages which affected Dinas Powys and circulate them at
the Monthly Meeting of Council on Thursday, 12th January 2012.
