MINUTES    of the Monthly Meeting of Dinas Powys Community Council held in the Lee Hall, Dinas Powys, on Thursday, 8th April 2010.

 

PRESENT:   Cllrs. Mrs.  M.  R.  Hayley  (Chairman), Mrs. C. Mirza-Davies, V.   Driscoll,

 Mrs.  N.  A.  Foxwell,  R.  A. Foxwell,  M.  Hartrey, Mrs.   V.   M.   Hartrey,

 K. Hatton, Mrs. J. Jones, Mrs. R. Reeves, Mrs. G. Smith, C. J. Williams and J. H. Williams.

 

114.   APOLOGIES FOR ABSENCE  -  Cllrs. R. R. Grigg and S. T. Thomas.

 

115.   CONFIRMATION OF MINUTES – The Minutes of the Meeting held on Thursday, 11th March 2010 having been previously circulated was taken as read,  and  on  the  Motion  of  Cllr.  Mrs.  V . M.  Hartrey  and  seconded  by Cllr. R. A. Foxwell it was   RESOLVED - THAT   such  Minutes  be  approved  as a true record and signed by the Chairman.

 

116.     MATTERS ARISING FROM MINUTES:

 

          Bryneithin

 

Cllr. Mrs. M. R. Hayley advised the Meeting that the campaign’s solicitor had been sent flowers and champagne.

 

PACT

 

Cllr. Mrs. V. M. Hartrey advised the Meeting that she had written to the Vale regarding  the  Cross  Common  Road  hedge problem and understood that Mr. Andrew Loosemore, Head of Highways, Vale of Glamorgan Council, was investigating the matter.

 

Merrie Harrier Junction

 

Cllr. Mrs. V. M. Hartrey advised the Meeting that a new hedge would be planted once construction had been completed and in accordance with an email received from Mr. Michael Clogg, Principal Engineer-Highways Projects, Vale of Glamorgan Council.

 

Depend

 

Cllr. Mrs. G. Smith referred to the fact that Mrs. Christine Holder was a past Community Council’s Councillor and more recently a candidate for a Community Councillor vacancy.

 

 

 

 

 

 

TO RECEIVE COMMITTEE REPORTS

 

117.   Planning Committee Meeting

 

On the Motion of Cllr. R. A. Foxwell and seconded by Cllr. V. Driscoll it was RESOLVED   THAT   the   report   of   the   Meeting   held   on   Tuesday, 30th March 2010 be accepted.

 

Cllr. Mrs. V. M. Hartrey and K. Hatton left the Meeting and took no part in planning matters.

 

118.   COSAC and Footpaths Committee Meeting

 

On the Motion of Cllr. Mrs. N. A. Foxwell and seconded by Cllr. K. Hatton it was   RESOLVED   THAT   the  report  of  the  Meeting  held  on  Tuesday, 6th April 2010 be accepted subject to the following matters arising:

 

          Cross Common

         

Cllr. Mrs. J. Jones advised the Clerk to check with the Commons Officer at the Vale regarding the potential of using the Cross Common for allotments.

 

Burial Board Report

 

The Clerk was instructed to write to the owner’s of the unauthorised bench requesting that the bench be removed from the Cemetery or alternatively donated to the Community Council but to be permanently sited in a location to be determined by the Community Council.

 

Horse Riders on Dinas Powys Common

 

The Clerk was instructed to write to the Penarth Times on behalf of the Community Council in response to a letter published from an Australian visitor.

 

Dinas Powys Common - Bench Replacement

 

The Clerk advised the Meeting that he had spoken to the acting Chairman of the Civic Society who indicated that all requests for financial assistance should be sponsored by a Member of the Society’s Committee and supported by financial information relating to the applicant.  The Clerk would progress the matter in the manner indicated.

 

 

 

 

 

 

 

 

119.   TO RECEIVE A RPORT FROM COUNTY COUNCILLORS

 

Cllr.    C.    J.   Williams   presented   a   report   from   County   Councillors.

Cllr. Mrs. V. M. Hartrey advised that residents of Bryneithin would stay until

the end of their contracts and the Bryneithin Group were trying to establish as to what will happen about temporary residents who do not have contracts.

 

120.   REPORT FROM CLLRS. K. HATTON AND J. H. WILLIAMS ON

HALLS CHARGES

 

On  the Motion of Cllr. Mrs. J. Jones and seconded by Cllr. Mrs. V. M. Hartrey it   was   RESOLVED – THAT  the  report  should  be  considered   by  the Halls Committee before consideration by a Full Meeting of Council.   Following a suggestion by Cllr. Mrs. J. Jones, the Meeting AGREED  -  THAT   the Clerk should check the Vale of Glamorgan’s Constitutional Rules regarding the consideration of previous decisions within six months of the decision and advise all Councillors of the wording for possible inclusion in the Community Council’s Constitution.

 

121.   MATTERS WHICH THE CHAIRMAN AND OTHER MEMEBRS MAY WISH TO BRING BEFORE COUNCIL

 

Grass Bank-The Old Mill, Letton Way

 

The Clerk  advised  the  Meeting  that  the  owner’s of the Old Mill Farmhouse, Lettons Way, Dinas Powys, had spoken to the Clerk about the Vale’s decision to  cease  cutting  the  grass  bank  at  the  front  of  the  Old  Mill  Farmhouse as  the  Vale  had  apparently  discovered  that they did not own the land.  Cllr. Mrs. V. M. Hartrey agreed to take the matter up with the Vale.

 

Refreshments Annual General Meeting

 

The Meeting AGREED to the provision of refreshments after the Annual General Meeting on the 13th May 2010.

 

122.   PAYMENT OF ACCOUNTS

 

          Cllr. C. J. Williams proposed and Cllr. Mrs. V. M. Hartrey seconded the approval of payment of accounts as submitted to the Meeting and the Meeting duly approved the payments.

 

123. DATE OF NEXT MEETINGThursday, 13th May 2010 which will commence after the Annual General meeting of Council.
