MINUTES of the Monthly Meeting of Dinas Powys Community Council held in
the Lee Hall, Dinas Powys, on Thursday, June 10th 2010.

12. CONFIRMATION
OF MINUTES – The Minutes of the Meeting held on Thursday, 13th May 2010 having
been previously circulated were taken as read, and
on the Motion
of Cllr. Mrs. J.
Jones and seconded
by Cllr. Mrs. V. M. Hartrey it was
RESOLVED - THAT such Minutes
be approved as a true record and signed by the Chairman subject to amending the list of attendees to
exclude Cllr. S. T. Thomas and include Cllr. S. T. Thomas in Apologies For Absence.
13. MATTERS
ARISING FROM MINUTES:
Pact
Cllr. J. H. Williams
advised that he had noticed that the overgrown hedge in Longmeadow Drive had
been cut in the last few days but that the cuttings had been left on the
pavement. Cllr. K. Hatton advised that he was meeting the property’s owners
during the forthcoming weekend in an effort to finally resolve this matter.
The Clerk advised the
meeting that the Health and Safety Executive, Cardiff Office, had requested a
full report on the accident involving Mr Farmer. The report had been completed
by the Clerk and sent as requested.
With regards to health
and safety compliance, the Clerk confirmed that he had provided some refresher
training guidance to Mr. Clemett. The meeting reaffirmed the need for Mr.
Clemett to attend a suitable formal training course and for the Clerk to ensure
at all times compliance with the applicable health and safety legislation.

J. Jones and seconded by Cllr. R. R.
Grigg it was RESOLVED -
THAT the report
of the Meeting
held on Tuesday 9th June 2010 be accepted.
On the motion of Cllr.
R. R. Grigg and seconded by Cllr. M. Hartrey it was resolved that the Clerk
should formally write to the Vale of Glamorgan Council enquiring as to the current
position regarding a dilapidated and apparently unoccupied house on Barry Road
situated just before the “White Bungalow”
Cllr. Mrs. V. M. Hartrey
and K. Hatton left the Meeting and took no part in planning matters.

COUNTY COUNCILLORS

presented a Report from the County Councillors:
VALE COUNCILLORS REPORT - June 2010
Bus
Lane
The Dinas Powys members
visited the Alps Depot to discuss the implications
of bus lane plans. There
will be a site visit on June21st.
Local
Government Boundary Commission for Wales
The Dinas Powys members
attended a meeting on 3rd June to discuss an ongoing review of Local
Government areas in Wales with regard to Boundaries and Electoral arrangements.
Safe
Routes in Communities – Dinas Powys Travel Plan
Cllr. C. Williams is
exploring funding streams to progress a cycle path through Dinas Powys from
West to East.
Leisure
Centre Partnership Project – All Party Advisory Group
This Group has been set
up to explore the possibility of a partnership arrangement with an organisation
to provide Leisure Services in the Vale. Cllr. C. Williams is on the Group representing
Plaid.
PACT
Cllrs. Keith Hatton,
Margaret Randall and Chris Williams attended this meeting last Monday 7th
June. Issues to be taken forward included:
- Speed checks along
Cardiff Road between Cross Common Road Bridge and the Railway Bridge.
- Look into sales of
alcohol two adults which is then passed onto youngsters
- The overgrown hedge on
the corner of Cross Common Road and Longmeadow and removal of a number of dead
trees.

The meeting noted Cllr.
Mrs. M. Hayley’s concerns that this PACT report seemed to indicate that
attendance was politically based as against the fact that attendance is on the
part of the Community Council as a whole.
Budget
Task and Finish Group
Over the next 6 months
this group will review the impact of the economic downturn on the Council and
its services. Cllr. Keith Hatton is on this Group representing Plaid.
Cllr. S. T. Thomas asked
if reduced funding from WAG had been indicated-Cllr. K. Hatton stated that it
was too early to know.
Crime
& Disorder Scrutiny Event 29th June
The purpose of the event
is to help raise Members’ and Partner Organisations awareness of the recent
introduction of Crime & Disorder Scrutiny. We four will be attending.
Housing
Stock Transfer – Members Briefing Session
Cllrs. Keith Hatton,
Margaret Randall and Val Hartrey attended this meeting on the 3rd
June.
Following a brief
outline of the project from the Head of Housing & the Shadow Board
Chairman, we were given presentation by all the consultants involved. This was
followed by Q & A.
Cllr. R. R. Grigg
enquired as to the current position on stock transfer. Cllr. K. Hatton advised
that the resident’s questionnaire was still being drafted and would probably
not be substantially progressed until February 2011
.

16. MATTERS
WHICH THE CHAIRMAN AND OTHER MEMBERS MAY WISH TO BRING BEFORE COUNCIL
Wenvoe
Quarry Extension
Cllr. Mrs. V. M. Hartrey
advised that the Wenvoe Quarry extension was due to be discussed at the Vale’s
24th June planning meeting with a site visit quite likely to be the
outcome.
Litter
– Train Station
Cllr. J. H. Williams
referred to a major litter problem around the Dinas Powys train station. Cllr.
Mrs. V. M. Hartrey undertook to write to Network Rail requesting a resolution
to this matter.
Dinas
Powys Music Festival
Cllr. Mrs. V. M. Hartrey
urged everyone to try and attend the Llanelli Male Voice Choir performance on
Sunday 20th June 2010 which would be in memory of Peter Elias Jones.
17. PAYMENT OF ACCOUNTS
Cllr. Mrs. V. M. Hartrey proposed and
Cllr. Mrs. G. Smith seconded the approval of payment of accounts as submitted
to the Meeting and the payments were duly approved by the Meeting.
