MINUTES    of a Meeting of the Commons, Open Spaces, Allotments, Cemetery and Footpaths Committee (COSAC) held in the Committee Room, Parish Hall, Dinas Powys, on Tuesday, 26th January 2010.

 

PRESENT:   Cllrs.  Mrs.  V.  M.  Hartrey  (Chairman),  V.  Driscoll,  Mrs.  N.  A.  Foxwell, R. R. Grigg, M. Hartrey, Mrs. M. R. Hayley and K. Hatton.

 

ALSO PRESENT:  Mr.  A. Sullivan (Footpaths Warden).

 

21.     APOLOGIES FOR ABSENCE – None.

 

22.     CONFIRMATION OF MINUTES – The Minutes of the COSAC and Footpaths Committee Meeting held on Tuesday, 1st December 2009 having been previously circulated were taken as read, and on the Motion of Cllr. Mrs. N. A Foxwell and seconded by Cllr. Mrs. V. M. Hartrey it was  RESOLVED  - THAT  such Minutes be approved as a true record and signed by the Chairman.

 

23.     MATTERS ARISING FROM MINUTES:

 

Village War Memorial

 

The Clerk advised the Meeting that another possible contractor had visited the War Memorial and would be submitting a quote shortly at which point an application for a grant would be submitted.

 

Cllr. Mrs. V. M. Hartrey referred to the possibility of a fund raising exercise being necessary.

 

Cllr. K. Hatton referred to a circular flower bed near the Memorial which he felt could be removed.  Cllr. Mrs. V. M. Hartrey suggested that Members of the Committee might like to have a look and formulate a view on the matter prior to the next Meeting.

 

24.     MATTERS RELATING TO FOOTPATHS

 

Mr. A. Sullivan, Footpaths Warden, advised the Committee that attendance at the Boxing Day walk was twenty-one walkers. Mr. Sullivan also advised that improvements to the Millfield footpath were not going ahead as the Vale Council had advised that it would take too long to complete.  The Committee AGREED  -  THAT the Clerk should write to the Vale requesting that the matter be prioritised due to the number of people who used the footpath.

 

Mr. Sullivan also advised the Committee that the summer footpath walks would commence towards the end of May/early June.

 

 

 

25.     ALLOTMENTS REPORT

 

The Committee considered a detailed written review of allotments prepared by Cllr. Mrs. V. M. Hartrey and the Clerk following a site visit.

 

Cllrs. Mrs. V. M. Hartrey and Cllr. K. Hatton declared an interest in the matter (as allotment holders) and took no part in decisions relating to this matter.

 

Following considerable discussion, the Committee AGREED  -  THAT  existing holders of more than one allotment and holders of double sized plots should be asked to voluntarily give up one allotment for the benefit of those on the waiting list.  The Clerk was asked to draft suitable letters for approval.

         

26.     BURIAL BOARD REPORT

 

The Clerk advised that in the period since the previous COSAC Meeting one new grave had been allocated and one reopening had occurred.

 

27.     HANDRAILS - THE TWYN

 

Cllr. Mrs. V. M. Hartrey referred to a number of requests from local elderly residents for a handrail to the steps leading from the Twyn and onto the road adjacent to the village square shops.  The Committee  AGREED  -  THAT  this should be favourably considered and the Clerk was asked to obtain two quotes.

 

28.     ANY OTHER BUSINESS

 

The Old Scout Field/Cross Common

 

Mr. Sullivan asked if the Old Scout field belonged to the Council.  Cllr. K. Hatton advised in the affirmative and also referred to tree works which required to be undertaken and as described in a quotation from Acorn Tree Services for the sum of £2200.   Members of the Committee  AGREED  to visit the site and at the same time visit the Cross Common in order to ascertain if this area might be suitable for allotments.  In the meantime, the Clerk was instructed to obtain a second quote for the Old Scout field tree works.
