CYNGOR CYMUNED DINAS POWYS COMMUNITY COUNCIL

 

MINUTES   of    the     ANNUAL    Meeting    of   the   Dinas   Powys Community Council, held in the Lee Hall, Dinas Powys, on Thursday, 12th May 2011.

 

PRESENT:  Cllrs.  Mrs.  C.  Mirza-Davies,  V.  Driscoll,  P.  J.  Evans,  R.   A.  Foxwell, M. Hartrey, Mrs. V. M. Hartrey, K. Hatton, Mrs. M. R. Hayley, Mrs. J. Jones,  Mrs.   R.   Reeves,   Mrs.  G.  Smith,   S.   T.   Thomas,  C.  J.  Williams and  J.  H.  Williams.

 

Prior to the commencement of the Meeting Cllr. J. H. Williams most sincerely thanked all Councillors  and  staff for all the work and help they had given in

arranging the Wake at the Lee Hall after the funeral service of Mr. Mike Good Fellow.

 

Cllr.   Williams  also  thanked  Cllr.  Mrs.  M.  R.  Hayley  for  her  excellent  eulogy at the funeral service.

 

01.     APOLOGIES    FOR    ABSENCE   – Cllrs. Mrs. N. A. Foxwell and R. R. Grigg.  

 

02.     ELECTION OF CHAIRMAN OF THE COMMUNITY COUNCIL FOR THE YEAR 2011/2011

 

Cllr.   Mrs.  G.  Smith   formally   proposed   Cllr.  C.  J.  Williams   as   Chairman  of   the    Community    Council    for    the    year   2011/2012,   seconded   by   Cllr. Mrs. V. M. Hartrey and unanimously  AGREED  by Council.

 

Councillor Mrs. G. Smith had great pleasure in proposing Cllr. Chris Williams as Chairman for 2011/2012 and then spoke of support as follows:

 

Chris is a Grangetown boy, went to Fitzalan High School and then to the University of Wales Institute of Cardiff – UWIC, where he studied Hotel Management and later in his career Electrical Engineering, Electronics and Industrial Engineering.  He worked from 1978 to 2005 in the Electrical Wholesale and Manufacturing trades. 

 

He and Jacqui were teenage sweethearts having met at 15 in a church hall.   He and Jacqui married, and in 1980 came to live in Dinas Powys.  In the mid-eighties Rhodri and Bryn were born and later a further son Ioan.

 

Having worked with increasing success, Chris had the confidence in 1987 to run his own lucrative business for six years as a Sales Agent for various manufacturers expanding the customer base for all clients.    From 1993, exceeding targets his achieved ‘Top Salesman’ status and was promoted to Regional Sales Engineer.

 

Chris has been a Community Councillor for nearly 20 years, winning a By-Election in 1992.  He was Chairman once before in 1998/1999.   In May 2000 he won another By-Election – this time for the Vale of Glamorgan Council, where he has also served ever since.

 

With the new century, Chris’s focus and energy turned to the Vale Council.  After six years he was elected Cabinet Member holding the portfolio of Planning and Transport and in the same year was elected Deputy Mayor, but had to forego the honour of being Mayor in 2007 having been voted by Plaid Vale Councillors that year as Leader of the Plaid Cymru Group. 

 

Chris has served on many Vale Committees and of particular satisfaction was elected last year as Chairman of Prosiect Gwyrdd (the Green Project) Joint Scrutiny Panel for the combined Councils of Cardiff, Caerphilly, Monmouthshire, Newport and the Vale of Glamorgan to which he was re-elected in March 2011.  His primary duties in the Vale are as Scrutiny Chairman of the Economy and Environment Committee and as Scrutiny Champion, attending National Network Meetings for the Vale Council.

 

To finish I thought you would all like to know some exciting news of a great achievement for Jacqui and Chris’s youngest son Ioan who against very tough competition won a place on S4C’s Newid Byd’ (Changing World) who will be going to Malawi where he will help build a girls’ school and carry out other projects.

 

I am sure you will all join me in wishing Chris well for the year ahead and for us all to have a productive time serving our Village Community in harmonious co-operation. 

 

In conclusion Cllr. Mrs. Smith quoted the words of St. Paul in Philippians 2, verses 2-5

 

The retiring Chairman, Cllr. J. H. Williams, responded:

 

“I have great pleasure in handing over the Chair and wish Chris all the very best

for the forthcoming year.

 

The  only  sad  part  during  my  term  of  Office  was the sudden death of the Clerk, Mr. Mike Goodfellow who has been an inspiration to the Community Council and evidence of his work is all round the Village.  On the whole it has been a fantastic year in my life.  Firstly, I would like to thank you my fellow Councillors for making the year such a successful one and for all the support you have given me.  I would also thank the Acting Clerk, Frances, who stepped in and the staff Brian and Tim.  Tim who unfortunately is leaving a week tomorrow to take up a full time position. 

 

Thank you everyone for a truly historical year”.

 

03.     INDUCTION OF CHAIRMAN

 

After  signing  the  Declaration  of  Acceptance  of  Office  as  Chairman  of  the Dinas Powys Community Council, Cllr. C. J. Williams was invested with the Chairman’s Chain of Office by the retiring Chairman and conducted to the Chair. 

 

Cllr. C. J. Williams paid tribute to Cllr. J. H. Williams for all his hard work representing Dinas Powys during his year of Office and especially towards the end of his term of office which was an exceptional difficult time and also thanked the Chairman’s wife, Mrs. Josie Williams, for all her support to her husband during his term of office.

 

Cllr. Williams also thanked Cllr. Mrs. G. Smith and Frances for standing in as A/Clerk.

 

04.     ELECTION OF VICE-CHAIRMAN FOR THE YEAR 2011/2012

 

Cllr. Mrs. J. Jones proposed and Cllr. Mrs. V. M. Hartrey seconded the nomination of Cllr. Mrs. R. Reeves as Vice-Chairman of the Council which was approved by all Members.

 

Cllr. Mrs. J. Jones advised Council that Cllr. Mrs. R. Reeves had recently been awarded a Doctorate.  Council congratulated her on her achievement.

 

05.     CONFIRMATION    OF    MINUTES      The   Minutes   of   the  Annual Meeting of Council held on Thursday, 13th May 2010 having been previously  circulated  were  taken  as  read,  and  on  the  Motion of Cllr. Mrs. J. Jones  and   seconded  by Cllr. Mrs. R. Reeves   it was  RESOLVED  -  THAT  such Minutes be approved as a true record and signed by the Chairman.

 

06.     APPOINTMENT OF MEMBERS TO SERVE ON:

 

(a)      COMMITTEES OF COUNCIL:

                  

Details of Councillors on Boards of Committees were circulated.  The Meeting  AGREED  -  THAT Chairmen and Vice-Chairman would be elected at the next Meeting of each Committee.

 

(b)          OTHER COMMITTES AND BOARDS.

          (c)      ADVISORY MEMBERS OF RESPECTIVE COUNCIL COMMITTEES.

 

Council  AGREED  to adopt the Committee Structure and Adoption of Nominees as circulated, subject to the following changes:

 

Dinas   Powys   Voluntary   Concern    -   Cllr.   K.   Hatton   proposed, Cllr.  C.   J.   Williams   seconded,   and  Council    AGREED   -   THAT  Cllr. Mrs. V. M. Hartrey represent the Community Council.

 

Dinas Powys Neighbourhood Watch Scheme – Cllr. Mrs. J. Jones proposed,  Cllr.  K.  Hatton  seconded,  and  Council   AGREED  -  THAT  Cllr. M. Hartrey represent the Community Council.

 

Board  of  Governors – Murch Junior School    Cllr. K. Hatton proposed, Cllr. C. J. Williams seconded and Council  AGREED  -  THAT  Cllr. Mrs. C. Mirza-Davies represent the Community Council.

 

One Voice Wales.  The Community Council had recently rejoined One Voice Wales.  Cllr. Mrs. J. Jones attended Meetings but did recommend that other Councillors may wish to attend giving them the opportunity to meet Councillors from other Councils.  Councillors were requested to advise if they wished to attend a future meeting.

 

07.     CHAIRMAN’S ALLOWANCE – 2011/2012

 

Cllr. K. Hatton proposed, Cllr. Mrs. V. M. Hartrey seconded, and Council  AGREED  -  THAT  the Chairman’s Allowance would remain unaltered, i.e.:

 

                   Personal Allowance        -        £   850.00

                   No. 2 Account                -        £1,210.00

                                                                   £2,060.00

 

          The Monthly Meeting of Council followed the Annual Meeting.
