MINUTES of
the ANNUAL Meeting
of the Dinas
Powys Community Council, held in the Lee Hall, Dinas Powys, on Thursday,
13th May 2010.

01. APOLOGIES FOR
ABSENCE – Cllr. K. Hatton.
02. ELECTION
OF CHAIRMAN OF THE COMMUNITY COUNCIL FOR THE YEAR 2010/2011
Cllr. Mrs. J. Jones formally proposed Cllr. J. H. Williams as Chairman of
the Community Council for the
year 2010/2011, seconded by Cllr. M. Hartrey and unanimously AGREED
by Council.
In proposing Cllr. J.
H. Williams as Chairman
Cllr. Mrs.
J. Jones informed Members that she would
like to nominate Cllr. J. H. Williams as Chairman of the Council for the
ensuing municipal year. Cllr. Mrs. Jones then spoke in support of Cllr. J. H.
Williams as follows:
“It gives me great
pleasure to nominate John Huw to become the next Chairperson of the Dinas Powys
Community Council.
A native of
Ystalyfera John is an accomplished musician and a sportsman of note. During his school days at Ystalyfera Grammar
School he was a member of the Ystalyfera Silver Band and also a member of the
National Brass Band of Wales.
He trained as a
teacher after leaving school at the Cardiff Institute of Sport and at the same time
started to play
rugby for Cardiff R.F.C. He in fact was in the three-quarter line with Gareth
Edwards, Barry John and Gerald Davies and he only just missed out on a Welsh
Cap. He toured South Africa with Cardiff
during the golden era of Welsh Rugby.
Whilst playing in the line up in South Africa all the players in the
three-quarter line spoke Welsh and were calling to each other in Welsh. However, the Springboks not to be outdone
called to each other in Afrikaans.
By this time John
and settled down in Dinas Powys with Josie also of Ystalyfera and had become
Head of Sport at St. Cyres School. They
have two lovely daughters Sian Elen who lives in Windyridge with her husband and three children - Tomos John, Millie and Alfie, and
Rhian who lives in Wiltshire with her husband and two
boys Henri and Morgan.
After ending his
playing career at Cardiff John then played for and captained the Penarth Rugby
Club before returning to play for Dinas Powys.
He has also coached the Village Team as well as the Welsh School Boys
Teams for several years. He is
a well known
Rugby Coach who,
after hanging up
his boots, has put back into the
game as much as he himself got out. He
is now Vice-Chairman of the Cardiff Rugby Club as well as going around the Vale
Junior Schools coaching the next generation of players.
However, not only
has John been active on the sports fields but he has also been active in his
Community. He is at present, and has
been for several years, the Chairperson of the Murchfield
Association and of course a Councillor of many years standing.
A rounded person
supported by an equally active wife I know that John and Josie will purport
themselves with dignity and uphold the standards expected of the Chairperson of
Dinas Powys Community Council during John’s year of Office.”
The
retiring Chairman, Cllr. Mrs. M. R. Hayley, responded:
“Another
year has passed.
Firstly, I would
like to thank you my fellow Councillors for all the support you have given me. It has been a very interesting year and with
the assistance of our new Clerk – Mike Goodfellow much has been achieved:
1. A Constitution.
2. The massive improvements to both the
Parish and Lee Halls – some of a serious nature and others more cosmetic.
3. The massive grants which enabled the
refurbishment of the two kitchens.
4. The grant received for the refurbishment
of the War Memorial.
None of these
achievements could have been possible without the dedicated work of Frances,
Brian and Tim. But above all, thank you
Mike for making my Chairmanship year run so smoothly and for your dedication
and hard work and absolute loyalty to the Council and the Community.
Finally, my
congratulations and best wishes to you John Huw and I wish you a most enjoyable
year.”
03. INDUCTION OF CHAIRMAN
After signing
the Declaration of
Acceptance of Office
as Chairman of the
Dinas Powys Community Council, Cllr. J. H. Williams was invested with the
Chairman’s Chain of Office by the retiring Chairman and conducted to the
Chair.
Cllr. J. H. Williams
paid tribute to Cllr. Mrs. M. R. Hayley for all her hard work representing Dinas
Powys during her year of Office.
04. ELECTION OF
VICE-CHAIRMAN FOR THE YEAR 2010/2011
Cllr. Mrs. V. M.
Hartrey proposed and Cllr. P. J. Evans seconded the nomination of Cllr. C. J.
Williams as Vice-Chairman of the Council which was approved by all Members.
05. CONFIRMATION OF
MINUTES – The
Minutes of the
Annual Meeting of Council held on Thursday, 14th May 2009
having been previously circulated were
taken as read,
and on the Motion
of Cllr. Mrs. M. R. Hayley and seconded by Cllr. Mrs. J. Jones it was RESOLVED - THAT such Minutes be approved as a true record and
signed by the Chairman.
